Harrington offered a number of suggestions on
how to best integrate “The Other America”
into the mainstream society. The author did not
propose revolutionary socialist change in American
Institutions. His ideas were indeed less radical
than many other rallying trade unions, black leaders,
women's groups, poor farmers or even liberal thinkers
from political parties. In fact he wanted all
these groups to jointly prod the federal government
to offer "opportunities" to these helpless
victims of the culture of poverty. He thought
that this could lift their spirits and eventually
help them break free from poverty.
Harrington’s main suggestions were free
or almost free provision of health care for poor
as well as the elderly, comprehensive civil-rights
legislation, government funded educational as
well as vocational programs to decrease unemployment,
new innovative ways of providing federal housing
subsidies, and more Security Income as well as
greater Social Security benefits. He also encouraged
the government to provide permanent guaranteed
income enough to cover the minimum needs regardless
of any reason why they were not working.
